Build a realistic total schedule
- Start the city clock only when the official source says it starts: completeness, fee payment, routing, or first review.
- Add time for intake, public notice, related permits, consultant review, and issuance if those steps are outside the published figure.
- Keep applicant correction time separate from city review time.
- Use a range rather than one promised date, and refresh the estimate after every correction round.
- Where the city publishes no target, ask for current workload after the application is accepted.
