Kirkland's 5,000-square-foot sprinkler rule, explained
Kirkland has a clearer size trigger than Bellevue: a new building with 5,000 square feet or more of gross floor area requires sprinklers. That size-based yes can be identified before filing. A smaller house can still require sprinklers when fire-department access or available fire flow is inadequate, so send those facts to Fire Prevention before finishing the plans.

Early yes-or-no screen
Will my project need fire sprinklers?
Count more than finished living space. Kirkland expressly includes the garage in a house's gross area, and Fire Prevention should confirm how other covered areas are counted. Check gross area, fire access, and water supply before relying on a design that sits just below 5,000 square feet.
Check every row that applies. A “Yes” overrides “Likely no.” If any row says “Confirm now,” get a written project-specific answer before completing the plans.
Have these five facts ready
- Code-defined floor area, not just the real-estate listing square footage.
- Whether this is a new house, addition, remodel, ADU, townhouse, or change of use.
- Driveway width, grade, turnaround, gates, and distance from fire access to the house.
- Water provider, nearest hydrant, and any available pressure or fire-flow information.
- Existing-house area and addition size when the project alters an existing home.
Ask this exact question: “Based on this concept, will the project require residential fire sprinklers? If yes, which design standard, water improvements, and separate permits apply?”

Kirkland's code says 5,000 square feet or greater, while one city FAQ says over 5,000. This guide uses the code. A project proposed at exactly 5,000 square feet should still obtain written Fire Prevention confirmation.
Gross floor area is broader than a listing's square footage
Kirkland's Fire Prevention FAQ expressly says the 5,000-square-foot calculation includes the garage. Do not compare the trigger only with heated living area, taxable area, or the number shown in a real-estate listing.
Before schematic design is locked, have the architect show a fire-code gross-area schedule. Ask Fire Prevention how porches, covered decks, accessory connections, basements, and other borderline areas are counted for the specific design.
Access or fire flow can trigger sprinklers below 5,000 square feet
The Fire Official can require sprinklers when fire-department access or available fire flow is inadequate. Long or narrow drives, steep grades, missing turnarounds, excessive hose-path distances, bridges, gates, and limited water supply can therefore matter as much as house size.
Kirkland still links an older fire-flow policy based on the 2018 IFC even though the city now uses the 2021 code family. Use it to understand the questions, not as a substitute for a current project-specific determination.
- Show the approved access route and the distance to every portion of the first-story exterior walls.
- Dimension clear width, vertical clearance, grades, gates, bridges, dead ends, and the proposed turnaround.
- Identify the water purveyor and obtain the available flow information Fire Prevention requests.
- Do not assume sprinklers automatically cure every access deficiency; the Fire Official must approve the solution.
An addition can create a whole-house retrofit
Kirkland's existing-building rule can require sprinklers throughout an unsprinklered house when an addition would have required the building to be sprinklered if constructed new. The Fire Department may approve phasing of a required system for up to five years, but phasing is discretionary, not an automatic right.
Two one-time exceptions took effect in 2026. Both require a recorded acknowledgment against the property before permit issuance, so they should be discussed before an owner assumes a small addition is exempt.
- Up to 500 square feet of enclosed space may qualify when inadequate access or fire flow is the only reason sprinklers would otherwise be required.
- Up to 500 square feet of exterior, nonenclosed space may qualify regardless of the underlying sprinkler trigger.
- The exceptions are not mutually exclusive, but each is a one-time allowance with specific conditions.
ADUs and multi-unit layouts need their own fire review
An ADU is not automatically outside the sprinkler rules. Attached or detached configuration, the number of units, aggregate gross area, access, fire flow, and building-code classification can change the outcome.
Kirkland publishes Building and Fire Code Scenarios for common ADU arrangements. Use the scenario closest to the proposal, then ask the city to confirm the actual design rather than relying on the label “ADU.”
Most qualifying houses use NFPA 13D, but the city chooses the standard
For a one- or two-family dwelling or an IRC townhouse, the approved system is generally designed to NFPA 13D. Other residential configurations may require NFPA 13R or NFPA 13. The permit should state the standard and edition that apply.
Kirkland's current-linked operating policy says the design must be prepared and stamped by a person with the appropriate Washington Certificate of Competency and installed by a properly certified fire-sprinkler contractor. A limited owner-installation path may apply to a home built for the owner's own occupancy, but not to a builder constructing for sale.
Confirm the water provider before sizing anything
Not every Kirkland address receives water from the City of Kirkland. Northshore Utility District and Woodinville Water District also serve parts of the city. The actual purveyor sets its meter, service, backflow, and connection requirements, while Kirkland Fire approves the fire-protection design.
Flow-through, combination, and closed systems can have different backflow and maintenance consequences. The approved hydraulic design should determine the meter and service size; a one-inch detail in a standard drawing is not a promise that one inch works for every house.
- Locate the service, meter, riser, backflow assembly if required, valves, and drain before the site and utility plans are final.
- Where a backflow assembly is installed, Kirkland requires annual testing by a state-certified tester.
- Confirm any fire-department connection, pump, tank, or alarm requirement for the approved configuration instead of generalizing from another house.
Submit and inspect the sprinkler work separately
Apply for the fire-sprinkler permit electronically through MyBuildingPermit before installing any part of the system. Underground fire-service work may need its own permit. The package ordinarily includes the design plans, hydraulic calculations, design criteria, and equipment information requested by Fire Prevention.
Kirkland's current-linked policy identifies underground flushing, leakage testing, cover inspection before piping is concealed, a two-head flow test at the hydraulically remote area, and final configuration checks as residential inspection points. Follow the issued permit and current inspector directions when they differ from an older handout.
What changes cost and schedule
The major variables are water availability, meter and service work, underground distance, backflow, pump or tank needs, system standard, ceiling complexity, and whether an addition requires a retrofit through finished parts of an occupied house.
Resolve the requirement during site and schematic design. A late fire determination can change the driveway, utility plan, ceiling coordination, permit list, and construction sequence at the same time.
