Bellevue has changed how it coordinates feedback on residential BS permits. For homeowners, the useful question is what happens between a city review and the next submission from your design team.

What changed, and when?

The change launched on September 2, 2025. Rebecca Horner's announcement identifies that date and connects the change to stakeholder feedback and support for middle housing. This article explains that existing update. It is not a new September 2026 policy announcement.

Bellevue describes a shift away from independent, parallel reviews toward coordinated feedback across review disciplines. Departments align their comments and issue them together. The intended benefit is more consistent guidance and a more predictable process, not a promised approval date.

Does it apply to your project?

The published update covers residential BS permits. Bellevue lists this category for new one or two family residences and additions exceeding 3,000 square feet of new or replaced floor area. Do not assume it changes every remodel, commercial permit or land use review.

For an older application, ask your city contact how the process applies to the current review round. The notice does not explain every transition case. A coordinated review also does not turn separate approvals into one permission to build.

Why coordination matters for a custom home

Consider a hypothetical drainage revision that moves a stormwater facility. That change might also affect a driveway, a retaining wall or a tree protection area. If consultants work from different versions of the site plan, fixing one comment can create a different problem.

Our practical takeaway: give one person responsibility for coordinating the whole response. That person does not need to design every solution. They need to know which consultant owns each item, which drawings depend on it, and what must agree before submission. Ask your architect or lead applicant to make that responsibility explicit.

The announcement does not establish how many days an individual homeowner will save. Better coordination is useful, but it cannot finish an unanswered engineering question or make a missing document appear.

Send back one coordinated response

Bellevue directs applicants to submit revised plans and project documents through the MyBuildingPermit plan review dashboard. A conversation with a reviewer can clarify a question, but keep the formal submission separate from that conversation. Follow the instructions issued for your application.

  • Save the full city response and markups. Share the same version with every consultant.
  • Create a comment log with the responsible person, answer, revised sheet reference and agreed completion date.
  • Check dependencies before submitting. A civil change may need matching architectural or structural revisions.
  • Have the lead applicant check the complete package. Ask whether every comment has a response, including items that need clarification.
  • Keep the final response package and submission confirmation together. An uploaded file alone is not evidence of an accepted resubmittal.

Keep deadlines and timing separate

A review target is not the total time from application to issuance. Keep city review time separate from the time your team spends answering comments. Also record the date of the latest meaningful event separately from the date you last checked the website.

Bellevue's application guidance lists failure to submit requested building permit revisions within 90 days as a cancellation trigger. It also lists a one year application life and says a 180 day extension may be available in some situations if requested before the year ends. Confirm the dates and requirements for your application directly with the city. Do not assume a partial upload or informal email changes them.

A better question than: any updates?

Ask for the next deliverable, its owner and its expected date. This wording works when you can see review activity but do not know whether the city has released the complete response.

Common questions

Should my architect wait until every reviewer finishes before doing anything?

Do not infer that from a public status entry. Ask which comments are ready to act on and what the city expects for the formal response. The team can identify dependencies and resolve questions while confirming how the current round will be delivered.

Does consolidated review mean only one correction round?

No such guarantee appears in the announcement. The process coordinates feedback. It does not promise that the first response will resolve every design or code issue.

Does permit tracking replace the applicant's dashboard?
